Odd as it may seem, Shivan laser weapons do really poor damage to their targets, apparently Shivans depend on the quality of their ships and their vast numbers, much more than they depend on their weapons. The Shivan Heavy Laser is the fastest, the most efficient and does about the same damage as the Prometheus R.
It is widely assumed, however, that the poor effectiveness of Shivan primaries is the result of changes intended to improve game balance.
