The first floor is populated with servants, but it's better not to disturb them. At the door turn right, then right again down a corridor. Turn right at the end of the corridor, and then finally turn left, and you'll come up to a red door. Beyond is a carpeted room with a guard with his back to you - knock him out. The archway opens up to a series of long, connected hallways with archways on either side leading to other rooms. Two guards patrol these areas on a regular basis, so be on the look out as you explore. To get to the scepter quickly, head down the hallway, and past a number of archways leading on the right. Go up the archway leading to a second stairway that goes upward, turn right at the small room, and go down the flight of steps to another larger room - you are now on the second floor.
Note that there are quite a few other ways (as there always are in Thief) to get to the scepter (except for that last room with the guard), but this is the quickest and easiest way. Of course, if you kill off the rest of the guards, surprising the guard at the end doesn't become as much of a bother.
